 التي خصصت لمناقشة الكارثة الإنسانية وإعادة الإعمار في غزة ولبنان، حيث ألقى السيد الرئيس كلمة مصر خلال الجلسة، والتي تناولت الأوضاع في فلسطين ولبنان والجهود المصرية لاستعادة الاستقرار في المنطقة، 

وفيما يلي نص كلمة  الرئيس السيسي:

بسم الله الرحمن الرحيم

أصحاب الفخامة والمعالى..

رؤساء الدول والحكومات ورؤساء الوفود المشاركة؛

معالى السيد/ إيزياكا عبد القادر إمام.. 

سكرتير عام منظمة الدول الثمانى النامية للتعاون الاقتصادى؛

السيدات والسادة؛ 

نجتمع اليوم فى ظروف بالغة الدقة.. تشهد فيها منطقة الشرق الأوسط تهديدات جساما.. حيث أضحت الأحداث الجارية فى المنطقة.. خير شاهد على ما يعيشه العالم من ازدواجية فى المعايير.. وإفراغ للمبادئ والقيم الإنسانية من معانيها.. وتهميش لقواعد القانون الدولى.

إذ تستمر الحرب الإسرائيلية على قطاع غزة، منذ أكثر من عام.. وامتدت إلى لبنان الشقيق .. كما تشهد سوريا الشقيقة، انتهاكا صارخا لسيادتها.. على خلفية استيلاء إسرائيل على المزيد من الأراضى السورية مؤخرا.. وشن اعتداءات على الأراضى السورية.. وإعلانها من طرف واحد، عن إلغاء اتفاق فض الاشتباك لعام 1974. 

وتدين مصر بأشد العبارات تلك الممارسات.. وتؤكد دعمها التام لوحدة واستقرار سوريا، وسيادتها وسلامة أراضيها .. كما تؤكد مصر دعمها لكل جهد، يسهم فى إنجاح العملية السياسية الشاملة فى سوريا.. بمشاركة الشعب السورى بكل مكوناته وشرائحه.. ودون إملاءات أو تدخلات خارجية. 

أصحاب الفخامة والمعالى،

 إن ما حدث منذ أكتوبر 2023، تعدى كل الحدود والقواعد الدولية والإنسانية.. فقد تخطت أعداد الوفيات من الفلسطينيين "45" ألف شهيد، غالبيتهم من السيدات والأطفال.. وأصيب أكثر من "107" آلاف، معظمهم أيضا من السيدات والأطفال .. وبلغت أعداد النازحين "1.9" مليون شخص.. وامتدت الانتهاكات الإسرائيلية لتشمل موظفين دولييـن.. لقــوا حتفهـــم أثنـــاء تأديـــة عملهـــم .. كما تم تدمير أكثر من "70%" من البنية التحتية فى غزة، وكذلك سجلت معدلات الفقر والبطالة والجوع أرقاما كارثية.. تتراوح ما بين "80%" إلى "100%"، مع التوقع بأن يعانى أكثر من "90%" من سكان القطاع، من نقص غذائى حاد.

كما امتدت الانتهاكات لتشمل سكان الضفة الغربية والقدس الشرقية.. الذين يعانون من توسع الأنشطة الاستيطانية.. وعنف المستوطنين.. والاقتحامات العسكرية لمدن الضفة.

وتعيد مصر التأكيد على محورية دور وكالة "الأونروا".. لتقديم الدعم اللازم للشعب الفلسطينى.. كما نؤكد أن حق العودة للشعب الفلسطينى، لن يسقط بالتقادم.

ولا يسعنى فى هذه الأجواء.. سوى التأكيد على ضرورة التوصل إلى وقف فورى ومستدام لإطلاق النار فى غزة.. ورفع العوائق الإسرائيلية أمام النفاذ الإنسانى.. بما يمهد لترتيبات ما بعد الحرب.. وأذكر فى هذا السياق، أن النجاح لن يكتب لأى تصور "لليوم التالى" فى قطاع غزة.. إذا لم يتم تأسيس هذا التصور، على تدشين الدولة الفلسطينية متصلة الأراضى.. على خطوط الرابع من يونيو لعـام 1967.. وعاصمتها "القدس الشرقية".. وأؤكد رفض مصر لأى سيناريوهات.. تستهدف تصفية القضية الفلسطينية.. 

سواء من خلال التهجير.. أو من خلال فصل غزة عن الضفة والقدس.

السيدات والسادة، الحضور الكريم،

 امتدت نيران الحرب الإسرائيلية إلى لبنان الشقيقة.. حيث أسفر العدوان الإسرائيلى عن استشهاد ما يزيد على "4000" شخص.. من بينهم نساء وأطفال.. وما يتجاوز "16" ألف جريح.. ونزوح ما يقرب من "1.2" مليون شخص .. وقد حرصت مصر منذ وقوع العدوان.. على تقديم كل سبل الدعم الممكن للشعب اللبنانى الشقيق.. حيث أقامت مصر جسرا جويا مباشرا بين القاهرة وبيروت.. نجحت خلاله فى إيصال "92" طنا، من المستلزمات الطبية والإغاثية.

ومع ترحيب مصر، بالإعلان عن دخول اتفاق وقف إطلاق النار فى لبنان حيز التنفيذ.. نشدد على أهمية تضافر الجهود الدولية.. لحشد التمويل اللازم لإعادة الإعمار فى لبنان .. لاسيما وأن التقديرات الدولية.. تشير إلى حاجة لبنان إلى نحو "5" مليارات دولار، لإعادة الإعمار علي الاقل. 

وفى ذات السياق، تؤكد مصر أهمية التنفيذ الكامل وغير الانتقائى، لقرار مجلس الأمن رقم "1701".. وتمكين الجيش اللبنانى، من بسط سيطرته على كامل الأراضى اللبنانية.. كما تعيد مصر التأكيد على التزامها الكامل بدعم الأشقاء اللبنانيين.. من أجل استكمال الاستحقاقات الدستورية.. عبر انتخاب رئيس للجمهورية.. فى إطار السيادة الوطنية اللبنانية والتوافق الداخلى.

ختاما، أود التأكيد على أن مصر.. لن تألو جهدا، فى دعم شعوب أمتها العربية والإسلامية.. لحفظ سيادتها وسلامة أراضيها .. وستواصل مصر جهودها الحثيثة، لخفض التصعيد فى المنطقة.. واستعادة الأمن والاستقرار والسلام.. من أجل المضى قدما، على طريق التنمية والتقدم.. وبناء مستقبل أفضل لشعوبنا.

 which was devoted to discussing the humanitarian catastrophe and

 reconstruction in Gaza and Lebanon, where Mr. President delivered Egypt’s speech during the session, which addressed the situation in Palestine and Lebanon and Egyptian efforts to restore stability in the region, 

 as follows. Text of President Sisi’s speech: In the name of God, the Most Gracious, the Most Merciful, Your Excellencies and Excellencies...

 Heads of State and Government and Heads of Participating Delegations; His Excellency Mr. 

Isiaka Abdul Qadir Imam..  

Secretary General of the Organization of Eight Developing Countries for Economic Cooperation; Ladies and gentlemen;  

 We meet today in extremely delicate circumstances, in which the Middle East region is witnessing grave threats, and where the current events in the region have become the best evidence of the double standards that the world is experiencing, 

the emptying of human principles and values ​​of their meaning, and the marginalization of the rules of international law.

 As the Israeli war on the Gaza Strip has continued for more than a year... and has extended to brotherly Lebanon... sister Syria is also witnessing a blatant violation of its sovereignty... against the backdrop of Israel’s recent seizure of more Syrian lands... launching attacks on Syrian lands... and announcing them. Unilaterally, the cancellation of the 1974 Disengagement Agreement. 

Egypt condemns in the strongest terms these practices... and affirms its full support for unity and stability. 

Syria, its sovereignty and territorial integrity... Egypt also confirms its support for every effort that contributes to the success of the comprehensive political process in Syria... with the participation of the Syrian people with all its components and segments... and without external dictates or interference.  Your Excellencies, What has happened since October 2023 has exceeded all

 international and humanitarian borders and rules.

 The number of Palestinian deaths has exceeded 45 thousand martyrs, the majority of whom are women and children. More than 107 thousand have been injured, most of whom are also women and children. 

The number of displaced people reached 1.9 million people. Israeli violations extended to include international employees who died. 

While performing their work, more than “70%” of the infrastructure in Gaza was destroyed, and poverty, unemployment, and hunger rates also recorded catastrophic numbers, ranging from “80%” to “100%,” with the expectation that more than “ 90% of the Gaza Strip's population suffers from severe food shortages. The violations also extended to include residents of the West Bank and East Jerusalem, who suffer from the expansion of settlement activities, settler violence, and military incursions into West Bank cities. Egypt reaffirms the centrality of the role of UNRWA to provide the necessary support to the Palestinian people.

 We also affirm that the right of return to the Palestinian people will not be subject to statute of limitations. In this atmosphere, I can only stress the necessity of reaching an immediate and sustainable ceasefire in Gaza... and lifting the Israeli obstacles to humanitarian access... in order to pave the way for post-war arrangements... and I mention in this context that success will not be attributed to any imagination.”

 "For the next day" in the Gaza Strip... If this vision is not established, the inauguration of a contiguous Palestinian state... on the lines of June 4, 1967... Its capital is "East Jerusalem"... I affirm Egypt's rejection of any scenarios... aimed at liquidating the Palestinian cause...  whether through displacement... or through separating Gaza from the West Bank and Jerusalem. 

 Ladies and Gentlemen, honorable audience, the fires of the Israeli war spread to sister Lebanon... where the Israeli aggression resulted in the martyrdom of more than 4,000 people... including women and children... and more than 16 thousand wounded... and the displacement of nearly... 1.2 million people. Since the aggression occurred, Egypt has been keen to provide all possible means of support to the brotherly Lebanese people. Egypt established a direct air bridge between Cairo and Cairo.

 And Beirut... during which it succeeded in delivering 92 tons of medical and relief supplies. As Egypt welcomes the announcement of the entry into force of the ceasefire agreement in Lebanon, we stress the importance of concerted international efforts to mobilize the necessary funding for reconstruction in Lebanon, especially since international estimates indicate that Lebanon needs about 5 billion. Dollars, for reconstruction at least.

  In the same context, Egypt stresses the importance of fully and non-selectively implementing Security Council Resolution No. 1701... and enabling the Lebanese army to extend its control over the entire Lebanese territory. Egypt also reaffirms its full commitment to supporting the Lebanese brothers... in order to complete the entitlements. Constitutionalism... through the election of a President of the Republic... within the framework of Lebanese national sovereignty and internal consensus. Your Excellencies, Ladies and Gentlemen, in conclusion, I would like to stress that Egypt... will spare no effort in supporting the peoples of its Arab and Islamic nation... to preserve its sovereignty and territorial integrity... and Egypt will continue its tireless efforts to reduce the escalation in the region... and restore security, stability and peace.

 In order to move forward on the path of development and progress and build a better future for our people.
